Like any other programme, 13DP may be here today and gone tomorrow. Hopefully it will hold for some months. This is the nature of this industry but we diehards are choosing to make it work.

general rule for me is that all sites pay at least their first cycle. if they scam it's when they have members comfortable enough to max out. i treat them any old hyip game b/c that's what a lot of these are. instead of buying HYIP game scripts they're getting AS scripts and running their games there. with a hyip you know it's a gamble but people tend to thing that an AS site is a business and feel safer there (i'm not saying all aren't run by legit businesses).
put in as much as you feel like you're willing to lose and get all your principle out after the first cycle.. maybe even a little profit along with it. i try my hardest to follow this rule but greed gets me sometimes. i've been doing good lately and have followed my rule and luckily i haven't lost anything for a month now.
looks like i spoke to soon, luxury's going down and issuing refunds. let's see if i get mine. only 24 bucks though, so not too bad there.
