1. those paying are not scam until they stop paying.
2. those not paying are definitely scams.

I totally agree with Goldaddy. Many admins use forums to build investors confidence and use their testimonials to sell for them.

Though by having a forum there are good points to be considered as well, but a forum does not not and is not essential if you asked me.
